Freeze/Lock Sections in Confluence Page

      This is similar to the table row/column freeze requested in CONF-9267

      Create a feature that would allow freezing/locking of a 'section' (or sections) within a Confluence page layout so that content in that/those sections remains in place (on screen) while the rest of the page is scrollable.
