expected behavior: publish button can be clicked on all of its area under all circumstances.

current behavior: the tooltip ("ctrl+s...") is triggered in the upper part of the button (see shot). If the mouse is placed in this area, the tooltip pops out and covers the part of the button so that it can't be clicked. mouse has to be moved below.

It seems to be an issue with positioning not accounting for font size - if the font/zoom is reduced in browser, the tooltip is one-line - which fits above the button.

when the (text only) zoom is increased 2 steps, it still renders the tooltip 2-line, but correctly positioned.
