      Currently Confluence site-import is only available within OnDemand if the OnDemand instance is Confluence only. This limitation is highlighted here: https://confluence.atlassian.com/display/AOD/Importing+a+Confluence+Site

      An improvement would be to allow Confluence site-import for OnDemand instances where JIRA or other services are running

      A limitation of the site-import is the removal of existing users on performing the import. The process would need to be robust enough to handle and retain existing user data.

      The benefit of implementing the improvement would allow users to migrate from
      A) JIRA OnDemand<->Confluence installed config to
      B) JIRA OnDemand & Confluence OnDemand (retaining previous issue links)
