On a Standalone Confluence instance, the System Administrator user can see all the pages on the site, even those that have page view restrictions. Since OnDemand doesn't allow users other than Atlassian user to be a System Administrator, it would be useful to have that permission set to a Confluence Administrator, or create a new level of permission between Administrator and System Administrator that would grant the permission to see all the pages on the site.
