Currently, when you copy a page, and, as part of the copy, you also move the page to another space, the original page's attachments are not copied. You have to create the copy first > save > and then move the page to the new location.
Given that you have the option to move the page during creation, before save, the results should be consistent when performing these same steps, but requiring two saves.
