Remove restrictions button from blog posts

      Steps to reproduce

      1. Use either Confluence 5.1-OD-9 or 5.1-OD-13 (fireball 226 or 230) to create a blog post in a space (personal or not).
      2. Edit the page and select "Page Restrictions".

      The Page Restrictions dialog is blank:

      Note: This occurs when quick-editing a blog. If you reload and do a "full-edit" then the button disappears.

      This is due to a bug in the EditOrCreatePageCondition, which explicitly includes quick-edit but does not correctly exclude quick-edit of blogposts.
