All users should be able to "View Storage Format"

      Despite the move away from different editing modes, you still have to enter mark-up language to create some formatting.

      But, once entered, you can often no longer see what it is.

      So, it is annoying that only Administrators can look at the raw mark-up of a page to understand what has been entered.
