Permission to edit attachment should com from "add attachment" permission

      users with the "add attachment" permission should also be able to edit attachments. currently this permission comes from the "edit page" permission.

      Generally it would be a vast improvement to be able to distinguish between adding something(page or attachment) and editing something (page or attachment)
