Description
A customer experienced issues upgrading their Confluence from 3.5.13 to 4.1.3, with the upgrade failing with the below error message:

Fatal error during startup sequence: confluence.lifecycle.core:pluginframeworkdependentupgrades (Run all the upgrades that require the plugin framework to be available) - com.atlassian.confluence.content.render.xhtml.migration.exceptions.MigrationException: java.util.concurrent.ExecutionException: java.lang.RuntimeException: org.owasp.validator.html.ScanException: java.io.IOException: The character '<EF><BF><BF>' is an invalid XML character
They later discovered the cause of the problem was an invalid unicode character, "U+FFFF", in the Wiki Markup of some of their pages that was tripping up the Markup/XHTML conversion process. Removing the character from their pages and forcibly re-running the conversion process resolved their issue but we should investigate this as their may be other special characters that will also cause customers pain.
