      This is very similar to https://jira.atlassian.com/browse/CONF-6112, but not specific to administrators.

      Use case, quoting a customer:

      We'd like a non-administrative users in HR to be able to fill in details for new employees, such as pictures for example. Being able to grant permissions to edit this directly would be smart, since you don’t want to grant full administrative privileges in these cases.

      Perhaps this can be added as a Global Permission.
