http://confluence.atlassian.com/display/DOC/Editing+the+PDF+Stylesheet#EditingthePDFStylesheet-AddingaTitlePage gives instructions to create a "Title Page", which one would think would be a page by itself. Actually following those instructions will lead to that content being inserted before the table of contents, but not on its own page. Modifying it the html sample as follows puts it on its own page:

That may not be the best fix. It's not clear yet to me whether the Doc is wrong and the "page title" just confusingly named, or whether this is a bug. It seems like a bug to me but I'm loathe to insist we change it when people may be relying on the existing behaviour of including the table of contents directly after the leading content.
