Pasting an admin link into a session with anonymous access results in a blank screen with text "Administrator Access"

This issue requires 2 sessions to reproduce.

1. Open session A to the administration console.
2. Copy the url
3. Open session B and access Confluence as the anonymous user
4. Paste the url

You will get a screen that is blank except for the words "Administrator Access" so there is no way to log in.

Just as a check, I made sure that taking off web-sudo will not allow someone into the admin screen this way.
