CombinedResourceBundle Combined resource bundles are not properly built and used

Working in English with the default theme
Using confluence standalone demo with no change.
On the admin / license screen I get for the license expiration

License Expiration Your evaluation expires in 2 , 21 .

In the log I have

It should be
License Expiration Your evaluation expires in 2 days, 21 hours.

Note All good in French and German !!!! Just failing in English

I have seen other cases where the resources for minutes, seconds... are reported missing too>

Look at my comments below to see how to reproduce the issue and what are the root/design issues to fix.
I have the issue in the administration screen but I would think that the issue can happen everywhere and that there is a flaw in the way the resources are managed.

In English Uptime = 1 , 1 , 4 , 24
in French Temps d'utilisation 1 jour, 1 heure, 33 minutes, 35 secondes
