No Horizontal Scroll Bar in IE8

Works fine in Confluence and Chrome, but when loading a page in IE there are no horizontal scroll bars. We are using the attachment checkout plugin and this prevents some users from being able to get to the checkout button as it is off the right side of the screen. I have found if you restore down the scroll bars most of the time will show up.
