Global permissions overwhelm local page restrictions

When using LDAP for user management, if you have a user with view permission only in the Global permissions and try to have him to edit a page, he don't get the link to edit even if he is in the page restrictions permissions as an editor.

He only get the edit link if he is in the global editors group.

We could reproduce the issue.
