Trying to delete a user but I have no "Remove" button

I am trying to remove a user from Confluence 3.1. When I follow the steps out to the User Profile page, there is no "Remove" button or link to remove the user. I am i both the Confluence-Administrator and System-Administrator groups.

I log in as myself, click on the "Administration" link on the top right of my Dashboard, I scroll down to "Manage Users" under SECURITY on the left-hand side view of the Administration panel. I click on Manage Users, then select "Show All Users", I find the user, click on the user name and there is no way for me to delete/remove this user.
