Inconsistent upload error message for plugins > 10Mb

There 2 ways to upload a plugin jar file:

1. From "plugins" menu option
2. From the "plugins repository" menu option

When uploading through the "plugins repository," a jar file that is over 10Mb trips an error message. In contrast, when uploading through the "plugins" page, there is no error for the same file.

Either this warning is an extraneous message or is a size limit that is not being enforced.
