Two different user experience for attached links

When inserting an attachment into confluence, the link can take you to two different locations depending on how it was inserted.

Senario 1:

Click to insert a new attachment, select a pdf file on your compute. Upload and insert it.
Click the link, it will now take you to the pdf it self.

Senario 2:
Click to insert a new attachment, select the pdf you just inserted in the previous senario.
Click the link, it will now take you to the attachment page.
