"Space Admins" who are not full Confluence Admins get "Not Permitted" error on attempt to edit stylesheet

      A Space Admin, who is not a full confluence Admin, attempted to goto http://wiki.customink.office/confluence/spaces/viewstylesheet.action?key=PA
      but then got the error:

      Not Permitted
      You are not permitted to perform this operation.

      As the Stylesheet should only impact the Space he was an Admin of, I expected him to be able to perform this action. Workaround is to either make him a Confluence Admin, which breaks "Least Privilege" security goal, or for a full admin to make the changes this Space Admin desires.
