Viewing Recent Changes on Initial Login Causes NPE

This bug only happens during the first time a user is logged in.

Steps to Reproduce:
1. Create a new user account.
2. Login as this user.
3. Navigate to a page like: https://example.com/pages/viewchangessincelastlogin.action?pageId=720074

Result: Error page with stacktrace:
java.lang.NullPointerException
at java.util.Date.getMillisOf(Date.java:939)

Workaround:
Log out. Log back in.
