Wildcards in "manage user" searches cause performance problems with large LDAP repositories

By default, Confluence now surrounds search terms in the "Manage Users" search with wildcards. This causes problems for large LDAP implementations, the full search (on all three fields) will time out.

A configuration option to turn off the wilcards would be useful for these environments.
