Improve logging of global theme admin action

Changes made in the Admin area of the system are infrequent but important. The default logging level should be INFO rather than WARN, and INFO-level messages added to suitable actions. There is a longer-term plan for a complete admin-auditing solution but for now adding a few log lines is low cost.
