Custom HTML not saving

Any custom HTML entered into the administration section is lost when selecting OK.

1. Navigate to Administration Section
2. Select: Custom HTML
3. Insert HTML into any block
4. Click OK

The page is refreshed with empty values, the entered HTML should be displayed.

Tested on 2.10-m7 on qa-eac.
