Users should not have to click Refresh to update their license count after removing a user

    Description

      I was doing some testing about a report from a user that tried to remove a user to satisfy their user limit. After removing the one user, they were not able to add a new user still.

      I was able to reproduce this by generated a 5-user license. If I removed the 5th user, and click License Details, it still reports my original count of users.

      If I attempt to add a new user, it will display an error:

      The following error(s) occurred:

      • The license for this Confluence installation is either missing, or invalid. Please contact confluence-support@atlassian.com for assistance."

      The above message will generate support issues. Only until the user clicks Refresh under License Details does the user count correct itself. The refresh button was done under CONF-5208. We shouldn't display that error above. We should advise the user to click refresh and link to the License Details page.

      This was tested using internal user management and not OsUser, or LDAP.
