Incorrect title is passed when page is created from the link

After clicking on the following link: [Отчет `Сводка выхода корпоративная`] (page doesn't exist) I get "Create Page" with non-editable title "Отчет `Сводка выхода корпорати�n��/t,4c". Some characters are broken.

[Отчет `Расчет по авансовым платежам по ЕСН`] link simply causes java.lang.RuntimeException: Caught an Ognl exception while setting property encodedTitle.
