Add setting to enable Custom Stylesheets for spaces

    Description

      Currently Custom Stylesheets are enabled by default. Since it may be a potential security risk, we should disable them by default on a space level and allow the System administrator to decide whether.

      • Disable Space Stylesheets
      • Enable Space Stylesheets for System Administrators
      • Enable Space Stylesheets fro Space Administrators
