Shorten unnecessarily long anchor links

      Anchor links repeat the page title for no clear reason, making the links to those entries considerably longer. This is most noticeable when trying to emailing links to FAQ entries that won't wrap at the 72 character mark.

      For example:

      http://confluence.atlassian.com/display/CSH/Frequently+Asked+Questions#FrequentlyAskedQuestions-storage

      Should drop the page title and dash to instead become:

      http://confluence.atlassian.com/display/CSH/Frequently+Asked+Questions#storage

      There also should be a redirect system that ensures that both link styles can be used, though only the shorter version is shown in link.
