When a user tries to navigate to a page they are not permitted to see or to a page they have bookmarked which has since moved, Confluence redirects them to the page not found page.
Once there, it tries to search for page alternatives. It currently does this on a global level in addition to space, trash and search.
We should not search globally as it can be very expensive to filter on all the unpermitted results that come back.
