Allow administrators to register for an email notification to be sent whenever a new user registers with the Confluence instance

      Add a feature that allows administrators to register for an email notification of the registration of new users within the Confluence instance. This would allow open registration by users, but would also allow the administrator to perform group assignments as soon as new users were added to the system.
