Issue Summary

When you are an admin for a space, deleting a parent page and its children will send out email notifications even if you are not watching the space.

Steps to Reproduce

Pre-req

Make sure you are an admin for the space and don't follow(watch) the space or any of the pages

Steps

1. Create a page and add two or more child pages
2. Delete the parent page together with the child pages

Expected Results

If you are not following the space or page, you should not get an email notification about the deletion.

Actual Results

Email notification of the deletion is sent to all users of the Confluence space.

Workaround

The only workaround to avoid notifications is removing the "admin" permission for users in the target space, which may not be feasible in the case of true admins. So the recommendation is to grant most permissions, except 'admin', to the majority of users.
