Add textbackground colour selection to Colour Scheme

      Where users can specify a Custom Colour Scheme, the option of setting the colour of the plain text backgrounds would be very useful, since this is currently specified in many places in site-css.vm and does not cascade correctly. Currently, users cannot easily override all the references to the default white background.
