Attachment upgrade tasks need to cater for old attachment handling bugs

      Attachment upgrade tasks need to include some smarts to try and clean up attachment repositories that have been affected by some old attachment handling bugs (such as CONF-6073).

      For example, for an attachment that has been clobbered by CONF-6073, we will have to kill the affected attachment record to avoid potential "attachment data not found" results
