Caching problems can cause the option to create JIRA Issue from highlighting text to become missing

      Problem summary

      We've observed instances where the Create JIRA option is missing from the selected text hover context menu (but the comment-from-quote option is still there) seemingly intermittently, without explicit change to the system from users or administrators.

      Steps to Reproduce

      This issue is intermittent, and we do not have clear steps to reproduce. However, the problem appears to be with the in-memory cache. When the issue is present, you can observe the issue by following these steps:

      1. go to any confluence page
      2. highlight any text and hover the mouse over the highlighted text.

      Expected Results

      Both the Create JIRA issue button and the create inline comment button should appear.

      Actual Results

      Only the create inline comment button appears.
      There are no errors in the logs.

      Workaround

      Flushing the "JIRA Resource Manager" Confluence cache should solve the issue.

      If that doesn't work, try flushing all Confluence Cache via "/wiki/admin/cache/".
