Allow Confluence Cloud users who upload an attachment to delete his own attachment, but not other people attachment

To give a permission so that user is able to delete a file of his own upload but not able to delete the files that other people upload.

Understood that there is a solution, as described in -CONFCLOUD-9527-, but this solution is only for Confluence server. We need the solution to be ported into Confluence Cloud
