Despite having autocomplete on labels in Confluence Questions, we have ended up with many labels that are conceptually duplicated and could be merged, for example 'graph', 'graphs', and 'graphing' are conceptually the same, but all require separate subscriptions to monitor. It'd be nice to merge or link labels so that questions are more likely to be seen by the appropriate watchers.

By concept labels don't have a controlled vocabulary. That is the major benefit of labels. If you want to have a new label, you can simply add it and use it directly. This flexibility in labels should not be changed.
But for things like Confluence Questions it would be good, if there would be a support workflow to merge labels on request from users. Or merge a label to be a duplicate of another one.
