Ability to disable external calendar subscriptions

      From https://answers.atlassian.com/questions/34058/any-way-to-disable-the-ability-to-share-calendars-publicly-in-team-calendars. A customer has requested the ability to disable the private URL functionality to prevent external subscriptions. We should probably provide a setting for the admin to disable this functionality.
