Some user accounts did not get migrated to Confluence Questions

    Description

      NOTE: This bug report is for Confluence Cloud. Using Confluence Server? See the corresponding bug report.

      During the migration, it appears that about 1000 user accounts did not get moved across to the new Confluence Questions server.

      We have not yet identified if these user accounts were active users, or inactive/spam accounts.

      We will attempt to re-migrate any users we missed in a subsequent update.
