Add ability to get a user through API, using their email address

      NOTE: This bug report is for Confluence Cloud. Using Confluence Server? See the corresponding bug report.

      The User API (ANSWERS-219) allows you to get a user from their screen name or their id. We should be able to get it from their email address.

      This will requires some security - only an administrator should be able to perform it.
