Quick comment editor does not load when request URL contains a permalink to an answer which was converted to a comment

      Steps to reproduce

      1. Answer a question
      2. (An email notification will be generated)
      3. Convert the answer to a comment
      4. Click the link to view the content from the notification from Step 2.
      5. Attempt to add a new comment

      Expected Behaviour

      The editor loads and allows me to add a comment

      Actual Behaviour

      The editor does not finish loading. Additionally, the follow JavaScript error is reported to the console when the page loads:

      Uncaught TypeError: Cannot read property 'scrollIntoView' of undefined

      Workaround

      Modify the request URL to remove the reference to the offending piece of content. For example, if the URL you clicked was:
