Cache project information from JIRA on startup and periodically whilst running

      NOTE: This suggestion is for Confluence Cloud. Using Confluence Server? See the corresponding suggestion.

      Due to JRA-42282, Confluence can take a long time (up to 30 seconds) to load both the Highlighting plugin and the JIRA Issues Macro and any page with a JIRA Issues Macro on will have its load time extended by how long it takes for this data to be retrieved.

      Instead of pulling down information about projects and their fields each time a JIRA Issues Macro or the Highlighting plugin is used, we could cache the information on startup and poll the cache during runtime. This information is generally pretty static, and would improve performance when these two features are used.
