Steps to Replicate

1. Download and Install Confluence 5.7
2. Configure SMTP server
3. Create 2 user (User A and User B)
4. User A Create a page
5. User B watch the entire space that contains the page.
6. User A upload an attachment to the page

Observed Behavior

User B won't receive any notification in email about the uploaded attachment.

Expected Behavior

User B should receive a notification in Email.

Note: Users who directly watch the page don't have this issue. Issue is encountered when the user is watching the entire space.
