      NOTE: This suggestion is for Confluence Cloud. Using Confluence Server? See the corresponding suggestion.

      Users with ‘Create’ or ‘Edit’ permissions should actually see inline comments. Thus they should be visible only to users who can edit pages, not to anonymous users.

      This would be a big improvement, because the inline comments feature is particularly great for small groups of collaborators during the content drafting phase.
