Allow SVG in Storage Format

Confluence has a white list of tags and attributes that define the storage format. We would like to add SVG tags to this list so we can use svg documents in macro development that requires storage format.

This will allow p2 plugins to store svg in the storage format of the page.
This will allow connect plugins to render svg in static macros (CE-66).
