Add health-check URL

      Recently a health check URL was added to jira http://jira.host/status
      returning

      {"state":"RUNNING"}

      when application is up and running
      I guess this was a part delivery of (BAM-14343)

      Can you also add this to confluence please? Its very useful when setting up application monitoring
