Allow Global Space Templates to be Promoted - so can be viewed in specific spaces

Currently I have a space in which I would like to show a user two (and only two) templates/blueprints when the user clicks Create.

One of the two that I would like to have show up when clicking "Create" button is a global template. However, after having modified the "Create" modal window by promoting a blueprint, a space only shows promoted templates, and only space templates can be promoted..

Once you promote any blueprint, all global templates get hidden in "show more" area - with no ability to promote. Please allow a global template to be promoted per space.
