Confluence "Best Practices" URL requires special permission

      I am using Jira On Demand. In the workflow admin area there is a link to a "best practices" guide. When I click on the link I get the message "Page level restrictions apply to this page. These restrictions limit access to specific users or groups."

      The link URL that displays this message is:
