Keyboard focus should move to dialogs when they open...

When a dialog ("insert attachment", for example) is opened, the keyboard navigation focus remains with the background window. If you hit the "tab" key, you can see the focus moving between links in the background. The focus never (or seemingly never) comes to the dialog.

The keyboard focus and input should only work within the dialog until the dialog is closed, and the focus should move to a reasonable starting point within the dialog when the dialog is created.

This is a key sticking point in meeting even basic WCAG 2.0 Compliance. Confluence wouldn't meet even Level A (the minimum required for most government clients).

The problem also negatively impacts power users who are trying to take advantage of our keyboard shortcuts in combination with the usual browser conventions.
