The interfaces for creating a new Jira issue via the Jira Issues macro and via text selection when browsing a page should function identically

NOTE: This suggestion is for Confluence Cloud. Using Confluence Server? See the corresponding suggestion.

There are currently two ways (that I know of) to create a new Jira issue from Confluence:

      1) In Edit mode, use the Jira Issues macro to create a new issue.
      2) Not in edit mode, select some text and click the Jira icon in the tiny menu that pops up.

These two methods present two different interfaces. Using the Jira issues macro, one must select from a non-filterable list of all possible projects. However, the UI will properly allow filling in values for required fields, as per CONF-23424.

Using the text-selection method, the associated UI has a very nice filterable project picker, but cannot create issues in Jira projects which have any customization of the required fields (such as Component, which is mandatory in our projects).

I would argue that these two should provide an entirely identical UX. (I also think they should fully implement CONF-23424 but that is, literally, a separate issue).
