      Related to CONF-26182. Need a way to list all the available versions for an attachment. Since removing an attachment version leaves a hole in the version chain, you cannot know that there are attachment versions for each numeric value < the current attachment version. Trial and error is not a viable option when the version number is high.

      1. The current SOAP getAttachments doesn't have an option to return version details
      2. The prototype REST API can list attachments, but does not provide attachment version information.
