Standardize date display format within blueprints

Confluence-bundled blueprints guides the user in creating content either by presenting a template or a wizard, but the auto-populated display dates are in different formats depending on where you look.

The users can go and modify the display date however they like, but for consistency and uniformity, we should standardize the autopopulated date based on the General Config settings. Some examples below.
